Dr Williams was born on July 18, 1943 in Cleveland, Ohio, the daughter of the late Frederick and Sara Norris. She attended Glenville High School where she graduated as valedictorian in 1961. Dr. Williams attended the University of Philadelphia graduating in 1964 with a BA in International Relation. While attending Penn, Dr. Williams joined Delta Sigma Theta Sorority, Inc. Gamma Chapter, on November 23, 1963. Following graduation, she attended Temple University earning a Masters Degree in Education.
In 1968, after marrying David S. Williams, Jr., Dr. Williams moved to Detroit to teach high school social studies in the Detroit Public School system. That was the beginning of a long career in education and nonprofit administration. In the late 1970s, she began working with the YWCA as a member of the Board of Directors untimately becoming Executive Director. Dr. Williams alson earned her Doctor of Education degree in 1980 from Wayne State University.
After holding several other executive positions over the years., Dr. Williams joined Wayne County Regional Education Services Agency where she was an educational consultant for many years garnering tens of millions of dollars for Wayne County schools. She retired from the agency in 2003.
Dr. Williams enjoyed world travel throughtout her lifetime. During her retirement she traveled to Greece, Italy and Mexico in addition to having visited Russia, China, the Ivory Coast and other locations.
Dr. Williams is survived by her three children, Kathryn A. WIlliams of Azvon Lake, Ohio; David S. Williams III of Los Angeles, California, and Douglas N. Williams of Chicago, Illinois; four grandchildren, Karen, Jose, David, and Soleil; a sister, Kathryn Buckner of Vineland, New Jersey, and a brother Douglas Norris of Mentor, Ohio.
